It’s more widespread than you think. I met DWP’s IT Head of Innovation who’s ex-IBM last week, and there’s certainly stuff in the pipeline.

neil is right, in the sense that there are the bare-bone foundations of systems in departments and across government.
a brilliant concept but still think that the [measurable] benefits need clear articulation – others have pointed this out, but the IBM research (albeit interim) isn’t completely straight on what those are.
thing to do is take a few test-case departments, sample what they are currently doing (benefits/shortcomings) and then ask could social capital and performance be improved by social networking.
