You have to define the problem before you can decide whether there is a technological solution and I'm not sure if voting using pencil and paper is a particular problem. I always enjoy the counting of the ballot papers. It's the only time political activists meet on neutral ground; the fighting over for another year. I have my annual conversation with the Leader of the local Liberal Democrats at the count for example. It's tradition. :-) I keep meaning to.
